Sounds to me like the shifter cable/linkage is out of adjustment. There should be an adjustment nut on the drivers side of the transmission. I'm sorry that I can't tell you which way to adjust it, either in or out.

the cable to trans is maladjusted. check that first.
if trans really is in park then the parking pawl, or lock is damaged deep in the box.
