If the motor works and the blades are not moving you have a stripped gear or the connecting arm has come loose. I recommend you get the Haynes repair manual for your vehicle to have Diagrams and photos available for reference during the repair.

remove the hose from the wiper arm and see if when you push the washer button that the fluid comes out the hose,if it does the sprayer nozzel is plugged if not replace the pupm

remove wiper arms and then you can raise the hood to remove screws that hold down the vent panel.
now carefully remove vent panel.

sounds like a loose nut. there are nuts that hold the wiper arms on, they may be under a cover but theyre at the base of the wiper arm. also there's a nut that holds the wiper linkage onto the wiper motor. if you can move the wipers independently, it's the nuts connecting the wiper arms.if you move one arm and the other moves with it, it's the nut holding the linkage to the motor.

Try replacing relay for wiper with another same relay from fuse block from another working accessory.Had same issue on friends Ford Ranger. Moved relays and cleaned harness connection at fuse block. Works fine.
