Most likely cause is that the Blower Motor Resistor is no longer working correctly.Generally the part is between 50 and 100 dollars,Labor should be roughly a half hour to an hour.

You probably need a blower motor resistor. its located in the heater core case under the hood. it may only be available with a new blower motor.

2000 buick regal blows high fan fuse as soon as it is put in with car offf

I would disconnect your blower motor resistor then try fuse again, if it does'nt blow then it is either blower motor or resistor, these resistors are common for going bad/and or blower motor. Good luck let me know if you need more info or if this didn't fix it, I will research it more for you

My heater doesn't work in my 99 buick regal. I just wanted to know what is wrong and how much it will be to fix it.

Very hard to say what is wrong without a bit of troubleshooting. I'm assuming your blower works but is blowing cold air. Can you check a few things and get back to us? Worse case is a clogged heater core, which could be expensive when including labor. At least $500.
If the problem is the blend door actuator, the cost will depend on whether you have automatic or manual control panel. The automatic panel allows you to set the temp digitally, and the actuator for the door costs $140 versus $40 for the manual version. Labor for this job is a couple hours.
If the problem is just air in the system, cost could be a s little as a gallon of anti-freeze, but then you need to figure out where the coolant went, which may have another cost to fix the leak.

Please see my tip at http://www.fixya.com/cars/r6235876-no_heat_fan_blowing_cold_air . These are generic instructions. If you get stuck or need specific instructions for your car, please get back to me with model, year and engine info.
