I pull the hot an ground wire out of the plug an i dont know if the hot is on top or bottom

    here are the two most common. the first one has a flat top sticking up on this style the yellow is on top in the picture but the black is closest to the push tab that releases it from the radio just like the one in the second picture where the push tab is on top and the black is also. but no matter what the black is the one closest to the push tab. hth

I can only help with testing. You have to do the testing. Hope you can read diagram. You have a hi beam and lo beam relay in under hood fuse box, because there are no terminal numbers on the relays, it makes me think the relays are soldered into the fuse box and you can't pull it out, which makes testing a little harder. You can try to pull out, don't damage it. See the top wires to relays, hot all the time, I want to know if that voltage is there? There are also, right/left hi/lo fuses for head lamps, turn on headlamp switch, check fuse circuits for voltage, use a test light. The headlamp/dimmer switch is input to bcm, the bcm grounds the control side of headlamp relay.
In the diagram for headlamps, the top wire is voltage, the bottom wire is ground.

My windshield wipers don't work, on my 83' caddy

This is for a Deville. The two white wires at the top of wiper motor should be hot with key on, are they hot? Use a testlite to test. If they are not hot, have to check wiper fuse in fuse box. Not only check the fuse, check the fuse circuit for voltage, use a test lite. I believe the fuse circuit goes hot with the key on. The bottom wires from wiper motor, I believe to be grounds. So, it might be possible to use redundant ground for testing to see if any action from wiper/washer motor. I just don't know which color wire grounds what? My info on your model year isn't the best. At the moment, I can't rule out problem with motor, itself. Could be other issues?

Why am I not getting fuel threw the injector fuel pump is pumping

The diagram is for fuel injectors, the top wire is voltage, goes hot with the key on, any voltage? The bottom wire from injector is ground, controlled by computer. If no ground have to check for rpm signal. Engine cranking, you have spark at the plugs and proper fuel pressure?

My heater doesn't work. The blower just quit

Did you check for voltage and ground at blower motor connector, with hvac on. See what your missing, voltage or ground? In the diagram, the top wire is voltage for blower motor and bottom wire is ground, note the wire colors. Use a testlite to check for voltage.

Check for voltage at applicable fuses. Even if the fuse is good, if no voltage at the fuse circuit, the circuit is still dead. Some fuses are hot all the time, some go hot with the key on.

Brake lights and turn signals not working

on gms the brakes are hot always to fuse from it to brake switch from it to turn/hazard switch if both brake and turn dont work replace turn signal switch and it is hard to do ,remove bottom steering cover then top cover you need special inverted touqix socket to remove top and regular touqix bit for bottom lower cover must be removed two screws hold switch on one on top other turn wheel and you will see at bottom on front of switch . follow wires to big plug under dash loosen bolt in center pull plug apart section for turn switch slides in remove then replace on column wires may be hooked fight loose and pull up through along top and out with wires push new down down same spot and replace every thing takes me about 1 to 1/2 hours to do some times less.

The heater fan is not working. Is it a fuse?

fuses are the easy thing to check just pull one and look at it if you see a burned spot replace it, checking relays and blower motor resesters and blower motors are harder if you dont know how to do it. there best left to a shop to check.

I dont know how to get the black top off thats on top of the plug

grasp spark plug boot,twist back & forth as you pull up. do not pull on wire a 'spark plug boot remover tool 'can be found @ auto parts stores for hard to reach plugs.

Rebuilt top end put everything back spin the motor no spark help

Are ALL the grounding wires connected, power wire to starter. Might try tapping the main relay box located behind dash above left foot while in driver's position. Go online to see what it looks like so you don't beat the heck out of your cruise control or some other device. You have to tap it while someone is trying to start the car to diagnose or loosen the connecting bolt to pull it down within your reach.

wonder why it doesn't blow a fuse? follow the wires that get hot all the way back to power and ground yes wiring diagram would help you say clutch doesn't kick on or off, it pretty much has to be engaged or disengaged, prolly engaged if wires getting hot. if a/c blows cold, it's engaged.try unplugging compressor or removing belt or both and see if vehicle operates ok without it, then you know where to start
