Question about 1999 GMC Suburban
Push parking brake down one small click. this will turn off daytime running lights but brake light will come on on dash. don't push it to the floor just like a half inch. if you never use your parking brake and push it all the way in it might get stuck

That's because there are no bad fuses. There is a small black junction under the truck near the rear bumper. I believe that gets corroded quite often and can shut down accessory lights. Cleaning it will temporarily fix the problem but to absolve it you will need to replace this junction.

Could be a bad ground oh headlights or power not getting to the bulb hot side.
If you have a volt meter you can measure the voltage there on the headlamp.
First measure the hot side...if 12 volts there then measure the bulb ground side. If 12 v is there then the ground connection is bad.

YOU HAVE TO MAKE NEW CIRCUIT FROM FUSE BOX WITH A NEW SWITCH AND SEPERATE FUSE.AUTOMOBILE ELECTRICAL CIRCUIT LIKE HOME ELECTRICAL CIRCUIT IF YOU ADD A NEW CIRCUIT HAVE TO REWIRE NEW CIRCUIT FROM BREAKER BOX TO THE NEW CIRCUIT YOU ADDING ON.
