1995 chrysler town and country's wipers don't work.

I checked the fuse, it's fine. it makes a click sound initially, when you try and turn on the front wipers... might it be a switch? if so, where is it and how do u replace? how do u determin if it's the switch or the motor that needs replacing?

SOURCE: low speed fan relay for the 2005 chrysler town and country

If you are talking about the cooling fan relay for the radiator there is no low speed and high speed relay. There is only one relay and it is behind the grill revitted to the bumper rail. It is doesnt look like you typical relay.

encrypted software ,dealer only----yes i know you are showing a reading but it doesnt mean anything or if it does it shows a different code .so your snap on or mac tools scanner is a waste of time and money.Nearly all new motors from 2005 are using encrypted software to stop general mechanics like me from working

When it rains, wipers, AC, and power windows would stop working, everything else works fine.

sounds like a bad switch, or a bad ground.
I'd check the wiper motor to see if it has a ground wire nad clean up the connections.

Windshield wipers don't turn on unless washer fluid button is activated

According to the wiring diagram, it looks like the switch sends a signal to the body computer and it turns on the wiper-on relay. That relay is powered by a 30amp fuse. If you are sure the switch is working, it looks like the problem may be in the computer. I would get a second opinion before replacing anything else.

My wipers stop working durning the rain

A weak battery will not do this. The car wouldn't start.
A weak or obstructed motor or blade arms would do this.Possibly high resistance in the circuit would do this. Make sure motor is getting B+. If it does then motor or arms are your issue.

My 98 town and country wont start the battery is good the radio and the wipers dont work i checked all of the fuses

Could be bad battery cables or connections. Make sure they are metal to metal contact with no gaps or corrosion.

Windshield wipers dont work

Fuse # 5 in your panel should be a 20amp fuse, which provides power to wipers. Not 100% sure, but would bet there is a relay in that circuit before motor. Try to feel/hear, exactly where clicking is coming from. It is usually easy to simply narrow the click noise area down, then set finger lightly on relays, and feel it when it clicks. Pull it out & have tested or replace.
