It's very possible the fuel pump is going out. Same thing happened on my 2001 New Beetle about 6 weeks ago, until it finally would not start at all. I have the software and dongle for reading the computer codes, and the failure modes described led me to the fuel pump.

Depending on how handy you are, you can remove the fuel pressure regulator on the fuel rail in the engine compartment. Cover the regulator base on the fuel rail with a rag, and have someone turn the key on for 1-5 seconds and note if fuel consistently pumps out of the base. BE CAREFUL AND DO NOT HAVE ANY OPEN FLAMES OR SPARK IN THE AREA. Fuel is flammable, and there may be significant amounts pumped from the fuel rail.

If you aren't getting a error code from the cars computer maybe you do have low fuel pressure.

This can be checked using a fuel pressure guage. It should be done by a mechanic who knows diesel engines and VW's in particular.

Car won't start consistently.

Try turning on the key and counting to ten. If the engine starts, your fuel system is either syphoning back into the tank and/or your injectors a leaking down. Have your fuel filter changed and the fuel pressure regulater tested for output pressure setting. If your injectors are bleeding down the fuel can go into the cylinders(flooding) or permit the fuel to drain back. Tjis is a must fix issue because gas will dilute the oil causing serious damage to bearings. Good Luck, Ned.

If you're car has been running fine, then suddenly won't start, the cause is frequently that the fuel pump cutoff has been tripped. Open your trunk, and look for a label for a fuel pump cutoff switch. Locate the switch, press it in, and see if the engine will start.

2003 vw jetta tdi fuel filter

It is on the passenger side right behind the washer fluid fill tube. You can follow the fuel lines (look like 1/4" black tubes, some are clear) from the injector pump to it. It is a caniser a bit bigger than a normal looking oil filter and sits between the washer bottle and the metal that forms the wheel well. It is held in by a screw type clamp about half way down the cylinder. Probably isn't the fuel filter unless there is air in the lines to the injector pump or they didn't bother to fill the fuel filter up with diesel after putting it in. There is not a fuel pump in the tank in these cars so everything is sucked up by the injector pump and it needs to be primed properly.
