it happens at any speed, an i would say its more like it freezes up just all the sudden trying to take a turn an i cant, once i start to slow down then b/c i cant turn then it loosens up enough to make the turn. now that i think about it its when i pull from a complete stop an then try to turn.

Does this happen at slow or any speed? When you say the steering wheel wont turn is it like frozen or hard to move?

This is a huge safety issue. There are cases in which the steering pump is not appliing enough pressure to the steering unit when it is at low speed. However it almost sounds like the power steering unit and not the pump is sticking. I would contact a dealer about it and see just to be safe.

Power steering doesnt work well when cold

Squealing means the PS belt is loose or frayed. Replace the belt and adjust the tension correctly. The "bouncing" is caused by the PS pump starting and stopping because the belt is loose.

Key will not turn wheel wont move and cant shift gears what can it be

You have locked the steering wheel. You will need to be forceful with the steering wheel and keep trying to turn the key when turning the steering wheel. It will eventually let you turn the key and start the car.

I cant start my van because the key wont turn.

Try putting a little oil from the dip stick on a key, then try it. Or spray some WD-40 into the lock.

had the same problem with a 99 dodge van. tow truck driver put the key into the ignition and tapped it a couple of times while turning the key to freed it up and start the engine. works as long as you leave the key in the ignition so i use a second key to lock/unlock the van. hope this works for you. gary
