If it has one its usually under the driver side dash. In some cars its behind a cover.

There are two plugs one under the dash in front of driver and one under the hood on driver side near firewall, but it requires a special Chrysler OBD 1 scanner/tester top use these diagnostic ports, u can read codes very easily with the built in code flash method, go to the link below for this easy procedure to get trouble codes from memory.

Hard to start you'll have to scan computer and see what kind of reading you have on your c.t.s coolant temp sensor it acts like a chock. also check m.a.p sensor.

Done one last week and cant remember where the OBD2 was ,anyway look around the drivers area under the dash ,sure it was their but when you become old you forget what you had for breakfast, plus the one i done was right hand drive .Now hard to start is another thing ,remove the distributor cap and check for the obvious wear and tracking ,then remove the plugs and make sure the plug gap is 25th i like to fit bosch plugs with the 3 electrodes in these vehicles because i can get over 50,000kms out of them ,except when the owner goes to another garage where its renew for profit regardless of serviceability of existing components .Sorry iam a fleet fitter not a dealer unit changer .If this fails to cure the starting problem then change the temperature sender unit for the cold start enrichment ,but here in spain on the med it doesnt get that cold once in 23 years have we had a snow fall and only 2 slight frosts as well .Iam pretty confident that new plugs and clean the dizzy cap will cure your problem.firing order is marked on the manifold but in case its not then its 153624 .Champion plugs in these motors make it backfire and miss ,NGK not bad but the bosch ,par excelence

temperature sensor for the autochoke will be on the top of the head but i think i getting confused with a merc here ?? my memory is not very good but their are two on top of the head at the front and itsa the second one towards the back of the engine .the OBDII is under the dash drivers side easy to find .Now what else was it you asked and i have forgotten ,have to open question again sorry about this

Sorry but i work on so many varied makes of vehicles ,yesterday i worked on a AIXAM its a 350cc diesel single cylinder car like a bubble car ,or two seats with a roof over them .Now these temperature sensors i think the one i told you look for was a merc ,so use a process of elimination ,find what appears to be the sensors and pull the plug out ,if the temp gauges goes off then its the other one .A quick way to start in cold weather is hold palm of hand over intake manifold leaving just a small gap ,just like the old choke flap on carb jobs .Also check the plug gaps because if they are too wide it will make starting very difficult

Living in New England we have some cold days. What I find helps, but not necessary your problem, is to turn the key to the "on" position for 5 seconds or so and then turn the key to actually start the engine. Its starts right up without major pull on starter or battery.

Take it back to the shop that fixed it or if you did it yourself, check that you didn't disconnect a sensor/plug from the transmission.

Hard starting when cold

On a 4.0, 40psi is OK cranking...it should drop about 10lbs running . If not check regulator. Also do a drainback test. often the check valve in the pump fails requiring that system reach pressure before it can start.
Also check fuel delivery. if filter is partially plugged pressure may be OK but fuel flow will not be.
