Question about 1997 Dodge Neon
Two problems that I can see would cause all of that - a bad primary oxygen sensor (the one before the catalytic converter) and a clogged fuel filter. It's possible, if the oxygen sensor has been bad for a long time, that the cat is clogged with carbon residue from running too rich, but I'd change that O2 sensor and the fuel filter and see what happens.
