There are check ball valves in the filler neck and vent line that close in a rollover preventing fuel from flowing out of the tank. One or both could be closed. Has this Jeep been on its side or top recently? Another possibility is that someone has put something down the filler neck.

I had the o ring changed in the gas tank because the gas was leaking and now its not reading the gas level correctly

Two things, 1 they could have bent the rod for the level. 2 In some tanks you can put the sending unit in the wrong direction, this may set the float on top of a ridge in the tank, not letting it go down all the way, which would indicate that you have fuel(about 1/4 tank), When there is none in there.
