Question about 1994 Volvo 850
Do you have the vehicle set up to run daylight running lights? If so, i believe on this model it uses the headlamp on a low intensity to do this. If these do not work then it could just be a coincidence and you want lamps (seems too much of one though doesn't it). If they DO light up to half intensity then it's another wiring issue somewhere. Do you have automatic headlamps that switch on when it gets dark on that model? it was an option.
If it turns out to be electrical based (the lamps are ok) then a disconnect of the battery for 10 minutes and then make sure everything is switched off before reconnecting MIGHT help.
