Before replacing your ignition control module, it is a good idea to test if it is your starter/solenoid. I dont know if the solenoid is built into the starter on this car (many or most newer ones are) but either of a bad starter or solenoid could also cause a no start condition and is probably a more likely and simpler problem scenario. When you say "nothing happens to the starting section" do you mean you've already tested that no power goes to your starter or simply that when you turn the key to the start position nothing happens? If you have a voltage tester there should be a smaller red wire leading to the starter/solenoid in addition to the large one going straight from the battery box. If this is 'hot' or has voltage when the key is turned to start (12-14 volts is good) then the ignition module is not the problem. Remember that on your VW you can only hit the start point once for each key cycle.. ie before your 'start' point works, the key has to begin in the complete off position. you can't 'retap' start from the on or acc position for additional tests.

when the key is turned on,no power appears to be getting to the starter.the main reason for replacing the battery was it was cracked and was stating that i had a new battery,but my question about the control module could that be the problem and if so where would be located on the vehicle

You have to go step by step. You don't need to change the fuel system or ignition module if you don't have power to the starter. Check the starter cables and contacts. Use a multimeter to detect the problem. Go step by step if you want to repair it yourself.
Take it easy. The starter works? That electric motor that starts the petrol engine... You don't have to replace the battery if you have the lights ok.
