You are talking about interior lights, right ? As long as the on-time is under a minute or two, its normal. The lights are supposed to go off as soon as you start the van tho.
The problem is moisture could be getting in anywhere. I try to diagnose this problem by using a misting spray bottle of water to get things wet under the hood while the car is running. It's safe as long as you don't spray water down the air intake. Just start the van and wet down anything that looks electronic until the van's idle stumbles or quits. A cracked coil pack or bad plug wire is the most common cause of this problem.
