Dear Steam,
I never like to be the bearer of bad news, but this will be one of those times. If the vehicle is cold when you start the vehicle up(cold like siting overnight) and you start the vehicle up and almost instantly steam starts shooting or puffing out of the radiator with the cap off then this is a telltale universal sign of a failed head gasket. This is the result of a failure on the gasket between the exhaust sealing side and coolant sealing galleys, hence the steam blowing out of the radiator, this is the only place where it can escape in the cooling system. If the vehicle wasn't driven for an extended period of time inthis condition then it may still be very repairable.A head gasket repair is obviously an extensive bill, if i can answer any more questions please get back to me HOPE I COULD HELP!!

Steam coming out from under the hood near the fan?

Did the vehicle overheat? Steam is indicative of overpressure. This could be caused from a stuck thermostat or a blown head gasket. Do this with vehicle all the way cool take the radiator cap off. Start it and if any blows out of the radiator the head gasket is blown . If nothing comes out and it's full stick your finger in the fluid. If it gets where it's too hot to touch in a couple of minutes , that also indicates a blown head gasket as exhaust gasses escape into the coolant.

1996 Acura 3.2TL Overheating Problem...

From your description of symtoms it sounds like you have a bad water pump. If the coolant is not circulating properly you will have a heating problem. Sometimes even a new thermostat can stick and cause the engine to overheat. I have seen them fail in as little as a week after they were installed.

Steam coming from the tailpipe of my car after replacing radiator

Question? Does the coolant get low as you drive? If so you may have a head gasket problem, stop driving it. Check the oil to see if it's milky, if not replace the head gasket, if the oil is milky, replace the engine.
