It could be that your alternator is not charging you battery properly, or your battery is going, if you are referring to the actual lens of the headlamp a simple buffing of the lenses will clear them up as good as new.or another thing could be the connectors of the bulbs may have corrosion and they may need cleaning of replacing which could cause a fluctuation in the current they receive .....
