If you put a programmed key in the ignition and turn to the run position, the theft light should go out, no waiting should be required.

Make sure the key is one programmed for the truck, and make sure you do not have another RFID tag ( another PATS key, Speed pass tag, other "swipe" style tags ) near the ign switch when you do this.

If the key is programmed for the truck, and the theft light will no go out, you have another problem, usually the next step is the PATS transceiver.

Do you have another key to test with, aside from this ( I am makign an assumption that the testing is with 1 key ) ?

    Try a quick test :
PATS key for the truck ( remove from key ring ).
Turn key from off to run ( do not start ).
    - Does the theft light go out ?

If you can, try this with both keys.

    Should have included.:

When you turn the key to the run position, if the theft light goes out, next turn the key to the start position.
Does the truck have a crank no start ?

If the theft light goes out when you turn the key to the run position, then we need to look at the fuel inertia switch, and fuel pump fuse and relay.

If the light goes out, did you hear the fuel pump run ( for ~ 2 seconds ) when you turn the key to the run position ?

There is a schrader valve on the fuel rail to the injectors you can take the cap off, and with a rag check for fuel pressure by slightly pressing the tip in the schrader valve in ( it should squirt - Be Careful watch your eyes ! ).

( need to watch what I am pressing - accidentally clicked add )

My 2001 SCrew had a crank no start @ ~ 30K miles and it was a bad fuel pump relay. Swapped with the trailer tow battery charge relay, and it fixed the problem )

If the anti theft has been triggered all u have to do is unhook the battery for about 10 min. then reconnect the battery it will reset your computer!!! if that doesn't work it probably isn't the anti-theft you might wanna check the crank fuses or the starter relay!!!

Car will not start

You probably can't.
If the anti-theft module is in the cluster, you would need the correct key chip for the car the cluster came out of.
You might be able to bypass the passkey system by running a wire to the fuel pump relay and other components.
You may need a shop manual to find the circuits.

I have a 1998 buick skylark. its anti theft is activated and wont start

On the bottom side of the steering column is a small hole, stick a small screw driver in this hole to reset the anti theft solenoid. I believe you put the screw driver in and pull up to push down on the solenoid plunger.

believe it or not, I have heard the instrument cluster to cause problems like this in similar vehicles. Obviously the anti-theft system is actuated. I don't know where the anti-theft module is for sure, but I did have an achieva which changing the cluster solved this same problem.

Circuit board is completely blown and van will start but immediately stalls

This sounds like the anti theft security is not getting the info that it needs to allow the van to run. If the dash is messed up, then it might be effecting the way the computer receives the security info and is not allowing it to start. Believe it or not, your key is constantly sending a signal thru your ignition to your Theft deterrent module which ALLOWS your van to stay running. If this has been interupted, the van goes into anti theft mode. Here is a link on how the system works and some Solutions that might get you going again.

Yes you have a problem with the theft system. Have you tried a different key? It has a transponder system.

Car starts then stalls due to the anti theft system need info on reset

you should be able to use the key to unlock the driver door or the back hatch and that should disable the anti theft.
