Question about 1992 Mercury Sable
I HAD THE SAME PROBLEM. I FIRST REPLACED THE FUEL PUMP IN THE TANK. THEN WHEN IT STILL WOULDN'T START. I WENT THROUGH THE FUSES. I FOUND A GREEN 30 AMP FUSE IN A FUSE BANK IN THE ENGINE (DRVRS SIDE, UP BY THE FIREWALL) THAT WAS BAD. I REPLACED THAT FUSE, THE PUMP GOT POWER, AND THE CAR STARTED. ALSO, THERE IS A "MULI-RELAY" SWITCH IN 92 SABLES THAT IS MOUNTED RIGHT AT THE FRONT OF THE ENGINE. IT LOOKS LIKE A 5" X 5" METAL BOX WITH A HUGE WIRE HARNESS ATTACHED TO IT. THAT HARNESS HAS A BOLT INSERTED IN THE MIDDLE OF IT, SO YOU CAN'T MISS IT. THAT RELAY WILL ALSO CONTROL THE FUEL PUMP. UR BEST BET ON THOSE IS TO GET ONE FROM A JUNK YARD. I GOT ONE OFF OF A 1993 TAURUS AND IT WORKS FINE. IF YOU GET THEM FROM A DEALER OR PARTS STORE THE ARE USUALLY OVER $100.00. THE JUNK YARD CHARGED ME $35.

There is a Fuel Pump relay. Not sure if Ford has a Relay Box under the Hood though. There are also Fuses that Control some items of the Fuel System. Try the Relays first and see what you have.

I assume the fuel pump fuse is good?
The only time voltage will be sent to the fuel pump will be the first 2 to 3 seconds if the starter is not engaged. You will want to crank the engine over and check for voltage on the load side of the relay, circuit #30 at the relay.

check for voltage at the pump. If it has 12v there, (and a good ground) then pump is bad. there may be a pump fuse on the fuse block (can't remember) but if you find it has blown, the pump may be getting ready to fail. If fuse fixes the problem, replace it and carry an extra with you, then change the pump.

The fuel pump relay is located Under hood, driver side, upper firewall, mounted in
The fuse is located under the instrument panel to the left of the steering column. The fuse block should be visible from underneath the steering column, near the pedal bracket. If the panel is not visible, check for a removable compartment door or trim panel which may be used on later models to hide the block.

the fuse is marked ECM 1 or ECM 2 and is under the hood, as is the fuel pump relay, also these have fuel pump connector problems, did u carefully inspect the pins for heat damage?.
