fuse number 24 is a 30 amp fuse goes to pcm relay and fuse number 30 the 30 amp fuse to ignition to pcm power diode.if check light is working your pcm has power but you could have short in the dlc connector terminal where you scanner adapter goes.your scanner suppose power up from the dlc terminal for obd 2 system the obd 1 you connect to cigarette light or use battery hook up cables that come with scanner make sure you are using correct adapter.
tou can take a test light and being very careful look into the cig. ligher hole and touch the center part to see if it lights if not it is probably a fuse or it has come unplugged or the socket is burned out.if the power outlet is working then the fuse should be good because by the wiring diagram it is powered by the same fuse.if you need to check the fuses they are located on the drivers side of the dash left of steering wheel lower panel. the fuses you need to look for are 15 amp power outlet fuse and a 7.5 acc fuse and there is also a relay that is powered up by these fuses and it is a acc skt relay.if these fuses are good i would go to the panel where the cig. power outlet are located and remove it and check for power and ground with my test light or a volt meter and it could just be unplugged.......good luck and i hope that this will help you let me know if you solved the problem........ if i can be of further help let me know......
I will bet that you have a short circuit at the cigar lighter/power socket. I have observed this many times. Cell charger adaptors are not the "exact fit" for the Toyota lighter sockets. The power prong sometimes gets bent, from the adaptor, and shorts out to the outer case of the socket. Unplug the lighter plug & try another fuse.

Cell phone chargers commonly blow the fuses at the power points. It seems that our charger adaptors do not match the socket properly, and the positive part of the charger hits the negative of the socket, resulting in a blown fuse. If you have a charger, and it works, leave it in the socket. Don't take it with you. Repeated insertions of the adaptor to the socket magnifies this issue.
