You can use the tool you will need to some how lock the telescopic steering just enough to be able to use the tool. It will be a little hard but that is about the only way to do it. Take you time and breathe.

Need a diagram to put together a 1989 caddilac eldorado power steering, tilt and telescope steering wheel and column.

Excellent tutorial here that helped me when I had a loose steering wheel on my 1988 Deville.

This one is not from an 89 Eldorado, but all GM Tilt/telescoping steering columns from that time are virtually identical:

Remove steeringing wheel in cadillac 1988 sedan deville ?

The steering wheel should be turned so the wheels are turned straight ahead before you start
the work. And the wheel should be locked so you can align the wheel correctly when
re-installing.

1) Take off the two 8mm on back of steering wheel that hold on the horn pad. Twist and detach the
connector/wire that goes to the horn. Remove the horn pad.

2) Remove the nut and retainer holding on the wheel.

3) Use a steering wheel puller to remove the wheel. You can get a loaner steering wheel puller from
autozone.

So why are you removing the steering wheel? Let me guess, the wheel is loose?!

04 cadillac deville key will not go in the ignition

Wiggle the steering wheel back and forth and try to make sure the key cylinder is in the off position. Sometimes the key will come out with the key not all the way off. If that is the sitation, and the key will work then the key needs to be replaced. If that doesnt work , the lock cylinder needs replaced ,because the tumblers inside are worn out or broken

1988 Ford F-150 ignition lock cylinder replacement when you lose the keys, anyone know a simple way to replace it when you don't have the keys?

No real simple way. Steering wheel removal is required and drilling out the retainer pin .
Taking out the cylinder from the outside is possible but damage to the steering column is a risk and lots of patience with a die grinder is needed.

Ignition switch repair

The switch is on top of the steering column just behind the lower dash panel. Undo lower panel remove the steering column bolts upper and lower. Drop column and you will see it. The lock cylinder is a whole other story that will require special tools. Especially with a tilt and telescopic column.
