Emergency brake not functioning

you will have to remove rear brake rotors, one of two things, one is that the axle seals are leaking gear oil into e-brake shoes causing them not to hold or the shoes are worn out.

How do the rear rear rotars come off a 2007 jeep grand cherokee 2wd

On Rear Disc Brake Rotor Assemblies there is e-brake components inside and may be stuck to the inside of the rotor, try turning the rotor and tap on the backside of the rotor with a hammer staying away from the backing plates, if you cant get the inner shoes to come loose from the inner rotor you may have to have a brake specialist free up the assembly.

2000 jeep grand cherokee laredo has scrubbing noise coming from rear of vehicle and park brake does not engage

It sounds as though you have a frozen emergency brake cable. This usually will wear down the rear brake shoes to a point where they are metal to metal. Get them fixed asap.
