Question about 1993 Saturn SL2
There are two fuse panels on a '93 SL2 (I got a '93 out front). One is on the lower right side of the center console, the other is under the hood just to the left of the battery. To access the one in the center console climb into the passenger seat, grab onto the bottom vertical panel by your left leg and pull it to your right. It is held in place with velcro and one clip. There is one fuse panel. For the other open the hood; on the left side of the car (to your right when looking back at the car) almost to the front is a black box labeled "fuse relay center". Unscrew the star shaped nut and lift the cover off- there the second fuse block.

Do not know what an INS fuse is but the 90s saturns I owned, 3 of them, had a fuse panel just to the left of the front passenger's left knee. pull open the panel just to the front of the console, it is held on with velcro.
