Assuming that it has a gasoline engine, spark plugs, fuel and air filters, pcv valve would be the minimum.
If you want to go a little further with it perhaps adding an injector cleaner to your fuel, new ignition wires, distributor cap and rotor, timing check. (if your vehicle has them)
Quality oil changes and lubrication will also help greatly with extended vehicle life.
Transmission fluid, differentials gear lube, transfer case fluid (if it has one) will also be beneficial at this point.

The first thing that you need done is to have the engine management module scanned for fault codes.

Failed NOx emissions test

First up-- run the fault codes to determine where the tune up needs to be done to save money on unnecessary parts replacement. The CPU and ECM constantly keep en engine tuned up and will continue to do so until a sensor gets out of parameters . By previously driving at a speed to fix a fault indicates a sensor problem .. When you have the code/s come back in a comment box and may be we can give you pointers on where to attack the problem

What should I get done as part of a tune up on a 2000 Durango with 200,000+ miles and what should I expect to pay?

Spark Plugs are Preventative Maintenance

There is no more ,or anything called a tune-up,
in the last 25 years

All done by the vehicles computer (PCM/ECM)

Not sure--I assume you just bought it!

Everyone say's 3000 miles. I was a technician for 16 years, I own three cars. One with 194000, one with 140000 and one with 107000 miles on it. I change my oil every 4000 to 5000 miles. From my experience most engine problems are from a lack of oil, not from a lack of oil changes. Remember to always keep an eye on your oil level.

When do i need to change a timing belt on a 1995 1.9td umwelt vw passat estate it has done 140000 miles with fsh should it be due soon?

Most US cars recommend change at 60,000 miles. I would say that you have gotten your money's worth out of the original belt. Some engines suffer piston and valve damage if the belt breaks.

"Anything Extra I Could Do Myself"?

Change the oil about every two years and only tune up about every 3 years or only if drivability symptoms occur There is no product that can extend the life of any machine keep the fuel filter changed EVERY 15,000 miles or once a year and thats it jsut enjoy your car .
