You will need to use the tire wrench to unscrew the cable holding your spare tire, the slot is located right next to the license plate holder.

Under the back of the vehicle. If it is not there than one ofe two things happened. The wire that holds the spare tire in place broke and the tire fell out from under the vehicle. There ws not one there when you purchased the vehicle. Let me know if you have any questions and I'll do my best to answer them. Thank you for using FixYa.com!

I cant get the spare out from underneath. there

Check your Owners Manual for the location of the Spare Tire Release. Either underneath the carpet, or behind a cover: there should be a Nut shaped Spare Tire Release that you have to turn (should be counterclockwise) which turns the cable mechanism, which will lower the spare tire. Once the cable has been fully extended, pull the spare tire out from underneath the vehicle. Move the tire slightly back "up" onto the cable and turn the "cap" so you can fit the cap back through the hole in the middle of the tire.

Where is the key to get to the spare tire that is underneath the 1999 Chevy Blazer?

Look closely between the bumper and tail gate, you should see a square socket looking hole. You take the handle off your jack, insert it into that hole and twist the jack handle to lower your spare tire.

Location of wheel jack

Lift up the table or cover on spare tire and the plastic housing for the spare tire then lifts up (by removing some simple pins) and the jack is tucked underneath (next to bumper, but on the inside of the car).
