On my 2006 Chrysler Town & Country Touring, the driver side passenger door still opens and shuts with the button, but stops at a certain point and won't closer or open completely. Like sometime is...

Yes, most likely the door tracks need to be cleaned and lubricated as grit and other road debris has clogged up the tracks. Use a vacuum cleaner and a can of WD-40 lubricant [available at walmart, kmart, and any auto parts store] to get your door working smoothly again.

The electric door locks quit working on an 05 T&C. is there something that I can do without going to the dealer? I pulled ioc fuse several times.it only works for a short time after that

I don't know if this will help but the electric door lock (driver-side, rear, sliding door) of our '05 T&C stopped working and the mechanic (was shopped for minor wreck damage) indicated that the lock actuator was at fault and he had none in stock. It did not get replaced and, of course, still is not working - electrically.

other windows work, sliding doors work as does rear hatchback.
fuses seem to be good.
might there be a safety switch that somehow got pushed that keeps the passenger window from opening?
