Question about 2004 Ford F150
Driver side of the engine, if you look up over the front axle ( on 4x4 ) or the front cross member ( on 4x2 ) you will see a plastic tray with the drain pointing towards the front of the truck.
Up towards the engine, on an angle is the oil filter.
Let me know if you need a picture of the location ( can get it in a few hours )

There is clearly a fault in the oil pressure side.
This could be a blocked oil filter with the bypass valve stuck closed.
Or the oil pressure relief valve could be sticking in the open position.
These are both relativelly easy and cheep things to try first.

Ok 3 questions to answer:
1 yes the pump could be bad, but it is not likely.
2 yes it is in the oil pan.
3 yes you can change it without pulling the engine, though it is not easy.
Most common problem for your oil pressure reading to be going away, is the oil pressure sending unit(sensor) it is located next to the oil filter, check and replace if neccessary this sensor first and see if your oil pressure returns to normal. If not then you may have a pump problem. Hope this helps, let me know.
