Sounds like a bad crank sensor. It is needed to properly tell the firing order of vehicle. if the wrong signal it will not start. and to tell the coils to fire, If the coils have power to them and not sending it to plugs, Theres a possibility that the ignition module is bad! Check for cracks under or on bottom of coils. The ignition module is located under coil packs on most vehicles. Good-Day!
Hi there: Check this on 1995 Chevrolet Lumina 3.1 liter V-6 VIN "M"...

Your ignition spark control module is going bad, your coils pack are located right underneth them. this is what tells your coils packs to produce spark to your spark plugs. they are easy to replace just make sure you mark you coil pack with some tape and make sure you put them back in the same order as they came off the spark control module. Easy to replace, just make sure you use the proper size torx or socket size on the screw heads...
Does it have the anti-theft system, if so check for the two wires that go to the ignition switch and make sure they are not broken. If they are they will need to be fixed in order to get it too run again
Make sure you don't have the steering wheel locked. If the key still won't turn then you will have to replace the ignition lock cylinder. The gear shifter on any car should not move unless key is turned.
you will have to take off the coil packs and move them out of the way. then go in from the top. its kinda tight but just move whatever else is in the way
