Do not attempt to start the engine under any circumstances until you have carried out a few tests. IF you dont have valve damage replacing the belt and trying to start the engine could cause serious further damage.
Replace the belt and make sure the timing is perfect, you might need to rock the pistons back and forth via the crank pulley in order to fit the belt if the pistons come into contact with a valve or two. Once you have the belt fitted and the timing right remove the spark plugs and slowly turn the engine over by hand, not with the starter motor. With the valve cover removed and with someone turning the engine by hand you should be able to see any valves that are not operating correctly. If any thing doesn't look right then you will have to investigate further by removing the cylinder head.

Most common reason for that is worn valve stem seals and or guides or gunk buildup in the cylinder head blocking oil return holes.... Or, broken piston ring or burned piston lands. (use compression test to verify that) Knocking can be from oil detonating in cylinder or bad rod bearing etc.

SOURCE: What are the valve clearances
For a 1999 Vitara the clearance is
intake (cold motor) 0.13 - 0.17 mm
exhaust(cold motor ) 0.23 - 0.27 mm
Apply engine oil to cylinder head bolts and tighten them gradually as follows.
(1) Tighten all bolts to 35 Nm (3.5 kg-m, 25.0 ft. lbs.) according to numerical order in figure.
(2) In the same manner as in (1), tighten them to 55 Nm (5.5 kg-m, 40.0 ft. lbs.).
(3) Loosen ail bolts until tightening torque is reduced to 0 in reverse order of tightening.
(4) In the same manner as in (1), tighten them to 35 Nm (3.5 kg-m, 25.0 ft. lbs.).
(5) In the same manner as in (1) again, tighten them to specified torque.
Tightening Torque (a): 68 Nm (6.8 kg-m, 49.5 ft. lbs.)

SOURCE: i just done the head on my 93 suzuki escudo 1.6 16v G16a engine, timing has been more than tripple checked.all fuses are ok, all earths are ok, i have spark.cranks over nicely but just wont start.pl
did you have the head completely done and if so the valves may need adjusted and is the car getting gas.

It can be issue with spark plugs or faulty spark plugs. Also
get the compression test done for cylinders. If any of cylinder shows low
compression then required, then that particular cylinder will cause misfire.
Also get obd codes scanned, the error code will let you know
which cylinder is misfiring or all cylinders are misfiring.
