The belt fell off. does that mean i am going to have to reset the timing or does it have a timing chain?

If you mean timing belt then yes, it could be possible. However these do not have a belt but rather a timing chain. These engines are not likely to have a timing chain go bad.

if this has a chain then you have forgotten about the chain tensioner and chain slippers,which is what keeps tension on the chain.if you mean timing belt then the same thing applies but only a belt tensioner that needs adjusting.make sure the routing is correct.

If your engine cranks "faster thAn normal," that is an indication that it has lost compression. That probably means that suddenly, the valve timing is wrong, since some valves are open when they should be closed, on compression strokes. Most likely, you have a defective timing belt, or timing chain. Since chains very seldom fail that way, (but it actually can happen), my bet is, the problem is a failed timing belt. Even if you can see action in the valves by looking through the cap where you add oil, that does NOT mean that that the timing belt is not bad, since many times, they fail by losing some ribs on the belt instead of breaking completely apart (which would stop all valve action)!

Your may have timing belt get loose / wear down , but still work. Observe your time belt and check your maintenance record. Don't wait any longer. An abnormal timing belt will led your car to fatal damage.

On the 2004 Element. Do you have to change the timing belt at a particular time ; or does it have a Chain?

Honda element has a Timing Chain, and Honda doesn't even recommending looking at it till something like 110,000 or 120,000 miles.
However, it is this an "interference" engine, meaning that if the chain or belt fails it could destroy the valve train and even the pistons.
Because it is an interference engine. I plan to change my chain at 100K, since I expect the car to go at least 200K but don't expect the chain to last that long.
Normally cars has Tune ups scheduled at 30K, 60, and 90K. As the rule of the thumb at 90K Tune up mechanic shops recommend timing Belt or Chain to be replaced. We can go for longer taking the risk.

You can always tell if a car has a timing belt or chain by looking at the timing belt/chain cover. Metal cover means chain, plastic cover means belt, there are a few exceptions but in general this holds true, your Sportage has a belt by the way. :)
