While driving a 1999 ford contour, the rear passenger wheel made a loud noise and the wheel froze. Put it in reverse then forward. Slowed down for a speed bump and the wheel froze again. Still frozen.

wheel bearing ?
Was rear wheel bearing making a whomp whomp noise as you have been driving ?
You could have a seized wheel bearing - which is not good to drive on and eventually may lead to wheel being seized onto axle !
Hand brake stuck on ?
Could also be a stuck hand brake from failure of handbrake cable .

I have a 2001 Sebring , brand new rear pads, rotars and calipers. Passenger side is sticking but has a lot of pad left. Driver side seems to work but half the pad is gone. Any idea why this is?

Seems like all the brake action is on the driver's side. If passenger side is sticking, it probably won't move in or out effectively. I would pull it off and check it, maybe you got it crooked when mounting it. Or just possibly a bad caliper. Also examine the brake hose on the passenger side for bulges, or anything wrong with it.

you likely wore out your brakes and now overheated them and seized them. If you hear grinding in brakes, GET THEM REPLACED...not only can you damage your car, you could kill someone if you completely lose you brakes...

Right rear tire frozen

Handbrake mechanism, brake caliper or brake piston could be partially siezed or possibly rear wheel bearing siezed. If hanbrake was on over night start with that and then work on from there.

Rear Wheel seized shortly after speedbump

You have something seriously wrong with the assembly of your brakes!! Get it looked at by a knowledgeable person with a picture of the correct assembly from a manual.
Don't drive it!!

Driver side back wheel locked up,even when in nuetral, passenger wheel moves freely in nuetral.

Are you somewhere where it is really cold? you could have a frozen e-brake cable on one side. If that is not possible, You may have a wheel cylinder that is seized so that the brakes wont retract, or a bad axel bearing

Passenger side rear brake gets extremely hot and on occasion will smoke from the heat

There is a pretty good chance that the brake caliper has a seized piston. The F250 SD trucks seem to have alot of rear caliper problems. Hope this helps.. Cobra

Changed rear disk pads on 04 explorer and not passenger side rear wheel is smoking driver side is fine? what should I be looking for?

I would lean towards the caliper being frozen up on that side. When its hot take the wheel off and see if the rotor is really hot (CAUTION IT MIGHT BE EXTREMELY HOT) If it is, time to change the caliper.
