You'll need to check the voltage coming out of the switch. If it proves to be okay than you'll have to replace the resistor block in the heater box, this is a small rectangular black plastic plate with four wires connecting to it. It should be located under the hood on the passenger side firewall. Remove the two 5/16ths retaing screws and remove the block. To replace reverse the order given here. Thank you, Dana

One of the mounting screws for the fan also doubles as a ground connection, make sure this is clean and tight or none of the higher speeds of the fan will operate. Good luck.

This could be a fuse, fuses are hidden on the dashboard and also in the engine.

If you have your manual it will point out which fuses are for heating.
When you have found the right fuse, there should be a replacement one close by.
If it isn`t the fuse at least you have discarded that its the fuse.

If your fan is operating at all you can eliminate any faulty fuses. If the ground is indeed tight and clean of rust or paint than you most likely need a new fan speed selector switch. Also make sure the four wire connector to the fan is clean and well connected. Try wiggling the connector while the key is in the run position and the fan is set to high. If the fan starts to run on high than you'll need to clean the connector well.

Heater fan only works on fastest speed

Your blower motor resistor has gone bad, it should be located next to your blower motor in the car, held in place with a couple of screws, remove it and replace it. The resistor is responsible for making the blower motor run at slower speeds than high or (4). Let me know if this helps.
