I have no dash lights on my 86 chevy c10 need to know which wire on plug to cluster is for dash lights so can check for power

First check that you don't have a tail light out, they did this so that if a rear tail light was out the dash board lights would not come on. Next if both rear running lights are ok then the most common problem for this rig was the light switch, it is not to difficult ot replace. Also there was a problem with the connetors on this truck they would heat up and come loose. so pull out the light switch knob and reach under the dash and push the spring loaded button on top of the light switch to pulll out the knob, next unscrew the beuty ring with a screwdriver and pull down the swtich and the harness, I belive the number 7 pin was the one that would burn out.

It is the "GRAY" wire at the cluster plug. There is a 5 amp fuse in the fuse box that feeds the lights. The fuse is marked as "INST" in the fuse box.

I don't know what testing you have done? It seems the delay relay is common with some of your issues. You could unplug the relay then use proper jumper wire between terminals 30 and 87, load side, to see if some of your components start working? If so, the problem is on the control side of relay, terminals 85 and 86, those terminals are voltage and ground, that top wire is voltage, the bottom wire is ground. The ground goes to instrument cluster, not sure why, at the moment.
I can only help with testing.

Why can I not get power to the small wire going to the starter on my 2004 taurus

You need to know how it works before you can diagnose it. There is a starter relay in the under hood fuse/relay box .. This relay is controlled by the PCM - engine computer . Does you car have a anti-theft system ? a red light on top of the dash or a SECURITY light on instrument cluster ? Is the red light flashing fast when trying to start the car . If you find an pull the relay out an look on the bottom you will or should see four numbers . 30 & 87 , 85 & 86. You can test from the socket where the relay plugs in . PIN'S 87 & 85 should have B+ voltage . PIN 30 takes voltage from PIN 87 to start the vehicle , PIN 86 is the control from the engine computer . The PCM gives a ground on this circuit to energize the relay closing the contacts inside ,completing the circuit between B+ voltage on PIN 87 to PIN 30 to start the car.

Can't be replaced. I wired an led light into the dash light circut

86 IROC heater core

Removal & Installation
1.Disconnect negative battery cable. Drain cooling system. Disconnect heater hoses from heater core, and plug openings. Detach hood release cable. Remove both dash side panels. Remove left and right lower dash trim panels. Remove glove box. Remove 7 screws securing center accessory console. Disconnect wires on accessory console, and remove accessory console. Remove control cables at heater case.

2.Remove 4 bolts securing steering column to instrument panel. Lower steering column. Remove 2 bolts from instrument panel mounts at far left and right sides of instrument panel. Remove defroster duct trim on top of dash. Remove instrument cluster screws. Pull instrument cluster out slightly. Disconnect electrical connections and speedometer cable from instrument cluster. Remove instrument cluster.

3.Disconnect all electrical connectors from instrument panel. Remove parking brake console. Remove glove box. Remove bolts securing instrument panel support to floorpan. Remove all instrument panel mounting bolts. Remove instrument panel.

4.Separate heater case from blower. Remove 3 nuts and pull heater
