Could be exactly what u said.. a bad vacuum leak. spray a non flammable liquid in area of noise and see if u can cause an rpm change. suggest a throttle body/carb cleaner spray to perform test.

if the coolant level is going down you may have an intake or head gasket leaking coolant into the cylinders pressure test the coolant system

I can smell coolant when engine gets hot and I'm constantly having to top it up but there are never any leaks/puddles around the car

check to see if the smell is coming from the exhaust. If yes, you have a blown head gasket. If not, it may just be a slow leak in the radiator. Check the channel in the bottom of the radiator for coolant that may have leaked but didn't drip on the ground. Also check in any pockets in the engine that may be holding coolant. Please let me know if you have more questions.

I am smelling gas when the heater is on really bad and smell gas when the heater is off, checked Oxygen censor, checked all plugs for black soot, checked tail pipe for black soot and also had a half tank...

You have to have a leak somewhere. Put a large pc of cardboard under your car overnight. In the morning take notice of where the stain is on the cardboard.

Heater fan blows on windshield no matter what it is set for. Blows only cold air no heat?

sounds like a vaccum leak. the heater control doors inside the heater box are vaccum controled and a small crack in a vaccum hose under the hood will stop them from working.

1988 Ford F250, 4.9L engine. Runs sluggish

EGR is maybe stuck open. disconnect the vac hose at the EGR valve and see if the idle smoothes out. If the EGR is sitcking open, thats a vac leak. If that fixes it, replace the EGR solenoid valve.

Vehicle smells like gas both inside and out of car after engine is off. Check Engine light is on but no noted deficiences noticed, all fluid levels good. what could be the problem?

If your check engine light is on when the car is running, then that means there is probably a trouble code stored in your vehicles computer. With a code reader, you can find out what the code is. That will direct you to the problem. You can post your code here and we will tell you what it means.
Regarding the 'gas' smell, first check to see if your car is running 'rich'. You can rub your finger inside the tailpipe and see if there is a lot of black soot there, which would indicate its running too rich (too high of a fuel to air mixture). If this is inconclusive to you, remove the spark plugs and check if they are with black soot on them where the pin is. This will tell you how the engine is running in terms of fuel mixture. If they are black, then you have found the problem (fuel injection problem or Oxygen sensor, most likely). The trouble code might also point to this. Other than that, sometimes an exhaust leak can cause fumes to leak up into the car when running. My car had the gas smell problem and it was both a hole in the exhaust under the car and an overly rich fuel mixture. I had black soot inside the tailpipe and black sooty spark plugs and the final problem ended up being a bad oxygen sensor (located on the intake manifold), that was sending an improper signal to the vehicle's computer, thus the reason for the problem.
