If it were the thermostat, it would overheat on the road as well. Check the electric cooling fan(s) for bad bearings (spin it (them) when cold) and for intermittent electrical connections (especially the local ground connection). Blow out the radiator core with compressed air from the engine side to get rid of bugs and other debris. Hope this helps!
