You need a compression tool to press down the metal plate... after you press it down a few millimeters, it will expose a snap ring in the steering shaft... you will need some kind of pick to remove the snap ring.... after you remove the metal lock plate, you will see screws recessed in the plastic... you have to turn the turn signals both directions to access all the screws

I have a 83 monte carlo and I pull my lights on knob and all my lights come on;tail, tag, park, markers, but not my headlights....my turn signal lever( to turn on my brights) if I pull it the normal...

Don't waste your time looking for a headlamp relay. You will not find one. 1983 Monte Carlo does not use a headlamp relay. Your problem is most likely a defective headlamp dimmer switch. It is located about halfway down the upper left side of the steering column. It is secured by the same screws that mount the ignition switch. It is activated by a metal rod that pushes down on it when you pull back on your turn signal lever. It looks like the picture below.

How do I remove the steering wheel trim and replace the turn signal switch on a 1998 monte carlo z34?

If this critter has an airbag in the steering wheel, and I'll bet it does; then you should have this done by a dealer. Pulling the wheel off and replacing the multifunction switch underneath needs to be tended to by a trained person.

2004 monte carlo. Turn signals dont work. The stalk still works with other functions, such as wiper, brights. The fuse is fine. Could it be a bad relay? When u push the stalk up or down nothing happens on...

try pressing the hazards on and off if they still don,t work replace the flasher unit. it is built into the hazard switch( all one unit ) change this and all will be good.
