Question about 1994 Ford Tempo
The scanner has to be plugged into the OBD plug of the car, before the system tells you what's wrong with the engine. Seems to me like your battery is not even good enough to crank-up the car.
Get the car to crank-up and run some then have it scanned at a fine auto repair shop. Sometimes it is done free at some autoparts stores.
