Possible head gasket but it would still run but overheat lots of smoke from exhaust or you have a leak from transmission or oil lines in radiator. If too much sludge is running in your engine jackets, may be seizing engine. Those are worse case scenarios. But always start with obvious protocol why it is not starting. Spark, charge, fuel, oxygen. You may have a simple fix with old contaminated antifreeze. Antifreeze needs to be replaced every two years.
White smoke coming out of exhaust is water vapor. Blue is oil burning and black is carbon from unburned fuel.
U have water or coolant leaking into your combustion cylinders - not a good thing. Probably blown head gasket.
Check your oil - if it like a brown mud then the coolant has also gotten into the lubrication system.
If you can, air dry the complete engine compartment where you used water to clean it. Possibly a few electrical connectors to the ignition system are wet. If you can disconnect these and air dry them, it may help. If you have not performed any type of maintenance like tune up, good time to do so.
Thats good that you are getting a second opinion. A Toyota dealer will be able to check it and see what the noise may be. See what they come up with. I dont think a worn timing chain or guides would cause a low oil pressure problem. But, if it does indeed have low oil pressure, that is a serious problem.
If that is carbureted, and has a mechanical fuel pump, try running a length of fuel line from inlet side of pump to a gas can that has fresh, clean fuel, and if it runs good that way, you know problem is most likely in the tank. Removing the tank & cleaning it out is best solution from there. I'd even be tempted to add a small bottle or 2 of Lucas Fuel Sytem Cleaner to first fill in clean tank, just to help clean lines as well as carb.
if its over the fill line yes it is a problem. did you wait 5 minutes after runing the engine then check? if you did and the oil is high i would think this is a problem. you can get a trukey baster or hand pump and pump some oil out the fill cap.
