About the only thing I know of is let it sit in the sun light and let nature do the rest. Also check make sure drain holes are not plug up.Under head light assembly.

My bmw 3 series passenger seat recliner will not work

You do not say what design 3 series; but for E36 with electric seat adjustment, Odometer Gears (link below), makes replacement gears for the electric seats for approximately $40 each. This is the part that typically wears/breaks for seat reclining.

The gauges shut down then come back on

This is a common defect in E36 series and personally I also had it on my BMW E36! It is a flawed instrument panel and must be exchanged for another and recoded in to diagnosis tool

Water in headlights 3 series

One thing you can do is to drill a small hole into the very bottom where the water is its deepest. Don't make it too big. About 1/16" is good and it will allow it to drain out without riuning the bulbs. Silicone will not work due to the intense heat of the bulbs.

ALARM LIGHT ON THAT LOOKS LIKE A TRIANGLE WITH ARROW CIRCLING IT. WHAT DOES IT MEAN

On a 1998 3 series (E36) BMW, this indicator lamp is for the ASC+T = automatic stability control plus traction. It should go shortly after the ignition is switched on implying that the system is OK.
If the indicator lamp fails to go out after the engine is started, or comes on in the course of normal vehicle operation it means that the system has malfunctioned. The vehicle remains operational, but without ASC+T. You a have an 2001 3 series (E46), but I suspect the indicator lamp means the same as the E36 3 series. Look in owners manual under "indicator lamps"
