Transmission trouble?

is rpm at 4 means rpm at 4000. if so assuming everything is okey in the transmission. check your Vehicle Speed Sensor it looks like your not getting the signal which tells you computer to shift at overdrive when speed is over 50mph.

your kick down canble is called a detent cable but it had nothing to do with overdrive,if all other gears are working well it's probably your lock up switch for the converttor, take it to aamco they will do a free diagnois for you.

99 ram 1500 4x4,wants to take off in drive,

Usually the kick down is used in the top gears to come out of overdrive, out of 4th and into 3rd. It is what you would use for passing or increasing RPM when pulling a load to gain speed. Since a governor was mentioned you are talking about an automatic aren't you or the governor for a throttle?

Driving me nuts

If it is automatic transmission with overdrive the lock-up torque converter is kicking in and out causing the rpm to fluctuate.Could be just the converter or maybe the overdrive going out.
