Left side of instrument cluster / dash lights only would be a case of burnt out bulbs.

They probably have been slowing going out on you, and you lost the last one.

Would not be uncommon on a 1997 MY truck to need the cluster bulbs replaced by now.

This is assuming the courtesy lamps on the steering wheel, ashtray lamps, engine compartment lamps, glove box lamp and the switches on the door are still working.

My light problem is i have low beam on right side no low on left side i turn highs on and right side goes out and high on left turns on then when back to lows beams and i pull turn signal to flash high...

If you have separate bulbs for the low and high beams(4 light system), if you pull the turn signal and hold it, all 4 lights will stay on until you release the turn signal. You need to replace the bright bulb on the right side and the low bulb on the left side. If your headlights only have one bulb on each side, then you will have to replace both of them to get everything to work.

Left rear tail lights/ blinker will not come on

Blinker too fast, the same side blinker light bulb on the front (or back) is burned. Check the fuses for the rear lights. You might have a light bulb filament stuck.
