I would start by checking the power steering fluid level. then check the belt to make sure it's ok. Make sure there's no leaks...
P/S pumps don't go out often ,but it may be if every thing else is ok.
Start with the simple stuff first..

Sorry, but the Mini power steering pump is electric. There IS no belt. Further, what is being described is a common failure in Mini. There is a known electrical fault with the wiring harness and the BC1 control unit. This WILL eventually fail the power steering cooling fan. As soon as the fan fails the power steering pump will overheat and it too will fail.

Symptoms of the harness problems may be an intermittent power steering failure, the sound of the fan running even after the car is shut off.

Occasionally the pump failure will result in an engine fire.

The wiring and the BC-1 need to be checked. You may need to involve Mini and INSIST that they warrant the parts. They are KNOWN for failures. Very common.

Whinning noise when engine is off

Whinning Causes
The whining noise you hear coming from the power steering pump is one of three things. The first is more of a loud "hush" than a whine; this is the sound of fluid rushing through the bypass valve when you turn the wheel all the way to one side or the other. Sometimes the bypass valve malfunctions or doesn't open all the way, causing pressure to back up in the pump and cause your engine rpm to drop. The second and third causes result from cavitation -- vacuum pockets created behind the rotor's vane blades as a result of extremely high pump action -- or air in the lines.

Where do you put the steering fluid in for a 2006 mini cooper? There's nothing in the owners manual about steering fluid.

Every answer here is wrong. Your Mini Cooper has electric power steering. No service required. That is why it does not list fluid type in your owner's manual.

2005 mini cooper battery was dead, bought new one and now will not crank. Radio and lights come on.

Have you looked into the PSP (Power Steering Pump) relay, or the cooling fan? This problem has been know to create issues and lead to a dead battery. For more information, read this forum of MINI owners, there are quite a few with your issue, and they are trying to get a recall. the 2005 MINI's also have a headlight recall.

Where is the power steering pump and fan located on a 2003 Mini Cooper? Is this something that I should have a professional install, or easy to do myself?

the power steering pump is located at rear engine under the exhaust manifold and the fan is fitted under the pump, the fan is easy to replace but the pump is a bit hard if you never done before.
