My chevy small block V-8, has an engine ID of T0429HCR. it is a 327, can you tell me what horsepower version it it? Thanks!

Well, that number is not on my list.
T stands for the Tonawanda plant
0429 means the build date was April 29
HC would be a 1965 327 full size car 275 hp
HR would be a 1965 327 Vette 300 hp
HCR could be something built after 1971 but I can't find it on that list either.
The casting number might help.

I change the fuses and the code thing comes on my radio and i have no book to the car.. it ask for a code..

If you do not have the radio re-activation code then you're kinda stuck. Your only alternative is going to the dealership, prove that you are the legal owner of the vehicle, and for a fee they will re-activate the radio for you and give you the code. My advice is to store it in a safe place for future reference. You obviously have a "theft deterrent radio" which shuts itself down if battery power is removed from it. This will prevent anyone who steals it from using it. Hence the name "deterrent". Not sure what the dealer will charge you but I think it's around $45-$55. Unless you know somebody who works there that can do it for free.

What is trouble code 55, and how do you reset pcm

Trouble code 55 really isn't a trouble code at all. It indicates the END of the trouble codes. If that is all you are getting, then there are no codes stored.

Easiest way to reset the PCM is to pull the possitive battery cable for 30 seconds to a minute. Of course, you loose your radio presets and whatnot. If you prefer, just pull the fuse for the PCM out of the fusebox for the same length of time and replace. I don't know the exact one, but there should be a diagram on the fuse box door, or nearby the fuse box.

I want to make sure that the timing belt has been changed on my Volkswagon LT 55 van

Only way to check yours LT 55 timing belts is to open the engine cover inside the cab, remove timing belt covers-because they are two-one is on a front of the engine another is for injector pump at the back of the engine.Just take a look at the timing belts. There is manufacturer mark. They must be brand new.If it is necessary just turn the engine even you can start.

Vehicle has a hard starts condition. It will crank but will take about 10 to 15 mins to start, at times even longer. My vehicle has aftermarket shocks, air lid, air filter, 160 degree thermostat, clutch,...

Your fuel pressure is low change fuel pressure regulator if pressure doesn't raise to 55-60psi your fuel pump is failing, change fuel filter also.
