Question about 1994 Volvo 940
Difficult to be exact without driving the car, but I had a similar problem on a Rover 3000 Fastback about 10 years . It turned out to be that the catalytic converter had failed.
I am not exactly sure if your Volvo has a CAT, but if it has then it is probably the culprit
