In some cars, the cigarette lighter socket which the charger plugs in to is hot even with the ignition off and the keys out.

In my Grand Cherokee, the keys must be in and the ignition turned to "On" or "Acc" for the socket to be hot. But in neither case, especially the CV, would I expect a problem charging a totally dead cell phone with the engine off, and still maintaining enough juice to start the car.

I assuming, that is provided the car battery is not dead.

Hope helped.

Some cig lighter plugins are wired directly to battery, others are connected to ignition. You can always re-wire it straight to fuse or radio memory wire (Yellow) on cd deck or (Green/Black) from car wiring

What do I need to charge my battery through cigarette lighter

A battery charger, a length of wire and a Cigar Lighter plug.

Why not just open the hood? Much easier.

Try to charge my phone in it nd it won't wkork

Is this from the cigarette lighter or the aux power outlet?
There are 2 fuse panels in the '99 Durango. The one containing the Cigar Lighter fuse is on the drivers side of the dash with the door open. 15 amp (blue) fuse, 4th from the front on the bottom row.
Aux power outlet fuse is located in the fuse panel on the inside the cab but on the back side of the panel.

Used cigarette lighter to inflate tire, left inflater on for a long time now cigarette lighter doesn't work and car doesn't always start

It sounds like you might have drained your battery! When the car is running does the Cigarette lighter produce power? It should be working while the car is running. That would also explain why the car starts sporadically. Try leaving the car on for 40 minutes. That might charge the battery enough.

Cigarette lighter does not work

The cigarette lghter is protected by Fuse #51 (15 Amp) in the underhood fuse and fusible link box. The diagram on the lid to the box clearly shows this fuse as "CIGAR". (unless the label on the inside of the lid is missing.)
This information is also covered in your owner's manual.

Cigarette lighter not working

Check to see if the fuse is blown, If it is pull out the cigar lighter and make there is nothing metalic in the socket shorting it out causing the fuse to fail. Now replace the fuse. Some cell phone chargers pull excessive amps when they get old and blow the fuse.

Lighter is not working

Fuse problem:

The schematic doesn't give me an indication of the fuse label, but it does tell me that you're looking for fuse #18 (15A) in the dash fuse box. According to the fuse box diagram I have, that's the ninth fuse from the left in the center row.

A common label is "cigar."

I have a 2006 Dodge Dakota, why won't the phone charger charge unless the car is running?

Look to see if you have a power supply outlet that resembles a cigarette lighter with a cover on it. It should be the power you hook into. If your truck did not come equipt with that then you use the cigarette light witch will not work without the truck on

Cigarette lighter not working

Have you tried plugging something like a phone charger into the lighter socket to make sure there is power there to start with ?

If there is power then either the cigar lighter element is shot or there is a bad joint which is breaking down when the cigar lighter load is applied
