Hi:
If you have a leaky intake manifold gasket, or a vacuum leak anywhere else on the engine, it can cause the car to run badly.

Why is my 1995 ford Thunderbird V8 cutting out?

Mechanical problems are likely on old vehicles, and there is no one-shot answer to why a vehicle "cuts out" (I assume you mean it stalls). You will need to follow standard diagnostic procedures to determine the cause, or take the vehicle to a competent mechanic for diagnosis. Sorry!

Cooling fan wont come on in 1995 ford thunderbird

Check the power going through the relay. From your description, the activation system is OK, but the low voltage indicates that you have a poor connection feeding the fan power.

Fuel intake manifold

That 'O' ring piece you have removed has now caused an airleak and your car is running on a lean mixture more noticeable under load. You need to get that 'O' ring replaced as soon as possible.
Sorry I can't help you with that specific part as I am not familiar with that car.
