It should be on with the key on, but goes off when the engine is running. Either the bulb is burned out, missing, open wire between the computer and the dash, or the computer (ECM) is bad.

Sounds as though there is a charging problem with the car. It starts when battery fully charged but when the charge is low it fails to start. I would get a mechanic to connect his meter to the battery and see if it is charging as it should. It is also possible that something is draining the battery when not in use. Check interior lights are going out when parked up, nothing is plugged into cigarette lighter outlets attached to sat nav etc., things like that.
check all of your posts at the battery sometimes their are two power lines stacked together and while one circuit works another may not also the ign. circuit is fused as well as haveing relays in the system check you circuits
The flashing service engine light indicates a misfire. You probably need a tune up. Replace the spark plugs and plug wires. That should be done every sixty thousand miles. The fuel filter should be replaced every two years. Get the engine computer scanned for free at Auto Zone and post the codes here for more help.
You need to check, when the jeep is cold, if the check engine light comes on when you turn the ignition switch to on, before cranking the engine. If that light does not light up on the dash immediately, then the jeep won't start until it does, which can be as short as a few minutes to as long as 20 minutes. That would be a classic sign of a bad ecu, slowly getting worse, that needs repair. Check it out and post back here in this same thread with your findings.
It is normal for the light to be lit if the key is on and the engine is off, it comes on when there is no oil pressure and since the engine is not running there is no oil pressure. When you say "wont start" do you mean cranks over but wont run or when you turn the key nothing happens, or you turn the key and ther is a click but that's it These conditions are very diffeant and the diagnosis will take an entirely differant path depending on which it is. Give a few more details and try your post again. If it cranks but won't start the most likley cause is the fuel pump.
Since the date in this post was a few years ago, I'm just gonna put it on here for someone else who may encounter the same issue. My '96 did the same exact thing. It was IAC (idle air control) valve. $50 and runs perfect...
