The flap is vacuum advanced, so look for a broken vacuum hose near the fire wall where the heater core hose goes in.

Heater blowing cold air and engine overheating for 2002 Dodge Intrepid

first check engine coolant levels, add if low, secondly, check waterpump for proper funtioning, then if the vents are still cold, start looking at the heater hoses for issues and ther is a control valve that lets hot fluid enter the car..if this is locked or stuck you should be able to move the lever by hand and see if it works.. its normally vaccuum operated..good luck

My heat in my 99 dodge intrepid is blowing cold air. I got a radiator flush and the heating core is working. What is wrong with my heat.

could be the thermostat has gone bad. this would over-cool the engine and keep the coolant from getting hot enuf to warm the heater core.

Heater vent won't switch from cold to hot. the heater core hoses are both hot and there is a dull thumping noise under the dash like a vacume switch is jammed

probably something feel down the defroster vent, have a helper check the vacuum motors as you switch from heat to cold, that should tell you wich one is jammed
