Question about 2001 Volkswagen Passat
Sounds highly likely that your Key Transponder is not communicating properly with your vehicle's smart lock (anti theft system) system. The purpose of these systems is to deny "unauthorised keys" to start your vehicle.
You would be wise to contact your local VW dealership to enquire about having ALL your transponder key's recoded to your vehicle, or renewed if faulty.
