OK this is a long shot but.............
Do the lights go right off , or just dim ?
The lights have me puzzled , but a cycling rpm could be the a/c compressor coming on / off / on / off .
This could happen even if the a/c is not turned on , as the car uses this compressor to dry out defrost air too. Try to disable the compressor by unplugging the wire , and see what happens.

Try the A/C thing. A siezed a/c compressor could kill an idleing engine. Open the hood and watch it. If it makes a loud click but does not turn freely with the belt , than that's your problem.

If you disconect the electrical lead to it , the electric clutch won't engage. the pully will just freewheel

Idles roughly, then low when stopped or in park, then dies. Decreasing gas mileage. Slow to accelerate

Sometimes that's caused by a vacuum leak near the manifold area.

Sometimes air in the coolant will cause an idle problem. Air will keep the air temp sensor from sending proper info.
Hope this helps.

The idle air control valve is what regulates incoming air when the engine is idling. In some cases these can malfunction and cause intermittent issues with stalling at idel until the IAC dies altogether.
