Not sure I follow you.
The engine temp sensor sends a signal to the engine computer and the computer decides when to activate the fan relays. So if you have power to the fans you would also have power to the high or low speed relay the temp sensor is probably working. There is a third relay for the ground circuit.

The blinking engine light indicates your problems are severe and could cause more damage to the engine if not corrected. You will need to have a diagnostic scan run to retrieve the trouble codes that are causing the light to come on & flash. From those codes, repairs needed can be determined.

check the multiplug connection on the radiator as the power supply pin connection burns out .inside the plug .

Fans wont come on 2004 ford tarus

It sounds like temp control switch, either on radiator or thermostat housing, it will have a couple of wires on it, if you disconnect the plug and just connect the 2 wires together with the ignition on the fans should start, if they do then replace the switch, if they dont check for a blown fuse, ( they are normally quite a high amp fuse)

1998 ford tarus over heating

There is a lot more to the cooling system than the radiator and thermostat. 97 and 98 taurus' are prone to cooling fan failure. They also have issues with the coolant turning to a rusty colored sludge that can plug the radiator, and it let go long enough can eat the fins off the impeller in the water pump even cause it to break free from the shaft.
